Joan, I guess it would depend upon how much sight the individual still has. I don't think the weaving would be as much of a problem as warping. Warping can be difficult on a multi-harness loom even for a sighted person. If someone was available to help warp and thread the reed and heddles, you could look at either a table loom or something like a Baby Wolf to start.
Other than that, I'm thinking either a rigid heddle, preferably one on a trestle like the Schacht, if the person could handle threading the reed. Or, you might want to try a triangular loom which does not require pre-warping.
