I'm certainly not an expert on the subject, but here are a few
ideas which might help.

I'm not sure that threading pattern or treadling sequence
will help you make weft-faced fabric.

Because the weft threads on a weft-faced fabric have to
completely cover the warp threads, you have to be sure to
put enough yarn into your weft shot to allow it to cover
the warp threads. When you make your weft shot, make
a looping half circle with your weft before beating it in.

It would be easier to cover the warp threads if you use
a weft yarn that is heaver than the warp yarn.

You might want to make sure that your weft threads are
well beat in. If you're using a reed or a rigid heddle
on your loom to beat, you might try beating by hand with
a fork. This will allow you to pack it in a little tighter.
