I have a 36" 8 harness Pendleton like you described. It's quite sturdy, though I've never tried a rug on it. I looked at the one on ebay and it looks like a very nice deal.

A few things to consider:

Because of the treadle/harness configuration, you won't get as good a shed on the outer treadles. This can be accounted for by shortening the cords (you'll see what I mean if you buy it). I have trouble getting a very high shed on it, but that could be cause my other loom is a counterbalance.

It has a *very* short weaving space. It literally has about 3-4 workable inches before you have to advance the warp. It's kind of a pain.

It is well built, easy to fold, and small. The one I have is a lovely birdseye maple with a gorgeous finish. It's easy to repair yourself if it needs it.

The harnesses on mine were a little warped. I keep a can of WD40 nearby when I weave if it needs it.
