I have a couple of catalogues with fringe twisting
"machines". They consist of a "Z" attached to an aligator clamp and two blocks of wood. So, you might try the supply houses that you have access too. You can do two at a time, only. As for setting the twist, I suppose steaming would help, but have not tried to do it.
Try an internet search for yarns, or weaving equipment, and check those catalogues. I think that Halcyon has one in their catalogue. Try them.
