The drive system now known as Picardy is centuries old, although pretty uncommon now. I intend to make one myself. If there is no maker's mark, and no known provenance, it is unlikely we can know who made it, as that system has been used over hundreds of years. If it is an upright style wheel, it may have been made in the 19th Century, although a very few modern wheels are also upright picardies. It would not have been before then, as then a horizontal style picardy was used. Often they did not have a treadle, only a hand crank. Sometimes they had both.
