I have to be a smarty here. The best way is just jump in there and do it. No really, if you can get connected with a guild, another person that weaves or a shop I think are thebest ways. Then there's always books too. If you're getting a new loom it should come with a booklet of some kind to give you the start up and basics. I have two looms, one was new and the other wasn't. I took lesson until I felt I had the basics understood. Have fun.
