There is one issue listed on abebooks.com for 10 dollars. There are some on ebay, but the seller has them for 48 each....(there are probably some out there somewhere for less) Also. PWC is the precursor to Weavers Magazine, so it is really just the first couple of them that have much about rigid heddle weaving. I will look at my weavers index and find out which ones have the most of the rigid heddle information and get you the list so you know which ones to look for. I also have one or two extra, but I know they are on overshot. When you find out which ones specifically you are looking for you can also put out a request on the weavers and spinners housecleaning pages.
