There is no rule of thumb. It is generally what works the best with the particular fiber, sett and desired results. (balanced weave, warp faced or weft faced) You don't say what kind of chenille. when I weave with Rayon chenille I usually am beating as the shed is closing. I find that when I am weaving fast that I really don't pay too much attention to exactly when I beat. Rayon chenille can worm badly and I would be concerned about leaving too much slack of the weft between warp ends if you beat with the shed open. If it is not rayon chenille then when the beating is done may not be an issue. Some times if I don't want the weft to pack down too much I even change to the next pattern shed before I beat. Usually I beat on the closed shed with cottons. Some fibers require beating on the open shed and on the closed shed both. With really sticky threads I beat with the shed open.
