I can highly recommend Fred and Grace Hatton. I don't remember their e-mail, but you could look them up online. I bought from them a revolutionary war period spinning wheel that they had restored, and it's a piece of working art. They also rebuilt the whorl for me, and made more bobbins that are exactly like the originals. They also rebuilt a flyer and made some bobbin for an old double flyer - they are perfect matches! I hope they are still restoring spinning wheels!
