I always use a "rising shed" tie up. The short chains/cords are the ones going to the lower lamm, these are the ones that raise harnesses.
So, following your tie-up chart first connect the short tie-ups to the lower lamms; and then the long tie-ups to the upper lamms (suspended from the bottom of the harness frames). Make sure that every treadle is connected to every harness!
