The one book that I know that has complete plans is probably the book that you mentioned.
Wheels & Looms by David Bryant
I know this book is out of print but it definitely has a section on how to build a drum carder. My local library doesn't have it, but they were able to find it in a nearby city library. Perhaps you might have the same luck.
I had several people mention "Spinning & Weaving with Wool" by Paul Simmons. I have a copy of this, but its packed away in a box someplace (we're remodeling), so I can't confirm if it would be of help. It's easier to find. Perhaps someone reading this could check and let us know.
