The board with the staples in it is for warping the sectional warp beam. I'm guessing you have a board below this with metal spikes in it? These spikes hold the spools of warp cord which pass through the staples, through a tension box and then attached to the warp beam. I've just finished warping my Union #36 and in the process of sleying the reed. It takes time!
