treadle tie up for Fanny counterbalance loom

It has been several years since I took a short class on weaving that just recently I came across a loom. I couldn't pass up a deal on a 1971 Leclerc Fanny Loom. It is in wonderful condition.
I am having great difficulty understanding the tie up of the treadles on this loom. I have downloaded the Leclerc Warp and Weave, but I can't make sense of it. When you sit at the loom the treadles are tied up right to left as follow: 1&2, 2&3, 3&4, and 1&4. Is this correct? I seem to be getting confused when I read tie ups for patterns too. Are they read from right to left or left to right.
Any informaiton and clarification would be greatly appreciated. Thank you.
