Leclerc Nilus - how to set tension on Spinning wheel?

Hello, I have a leclerc nilus spinning wheel on long term loan from a friend of a friend. I can't figure out how to set the tension - the yarn spins but doesn't pull in. I have used an ashford in times far past, and it had a little knob on which was strung a string tied to a rubber band that looped over the bobbin, and one could tighten or loosen this according to what amount of spin vs. pull (I don't know the terminology) one wanted.

So this one has a double string that goes around the big wheel and the little wheels that turn the bobbin, and the bobbin has a place for a string to be set, but I see no place on which to tie a tension string, other than the wingnut underneath that holds the post that holds the little wheels. What am I not getting?
