You seem to be describing putting both loops of the drive band on the flyer whorl and trying to use a scotch tension band. A double drive has one loop on the flyer whorl, and one on the bobbin whorl. The instructions on the Leclerc site describe the correct setup, but they don't have closeup photos. You might want to do a search on Youtube for video, or some of the handspinning sites for detailed photos of any double drive setup, they are pretty standard for any wheel.
