A counterbalance loom is a sinking shed. If you want shaft 1 to be UP when you press treadle 1, tie shafts 2,3 &4 to treadle 1. They will go down when you press the treadle, and 1 will be up.

If you want shafts 1 & 3 up, tie that treadle to 2 & 4 and they will go down. Generally a tie up block is exactly backwards for a sinking shed.

I was taught to take a standard tie up block and place a big black dot in the empty boxes of the block. Those are the shafts that you tie to the treadles to achieve the proper tie up.
